    Call for ideas on development activities in Romania

    ESA and ROSA seek ideas from Romanian economic operators for new development activities in Romania

    Through this Call for Ideas (CFI), ESA and the Romanian Space Agency (ROSA) seek ideas from Romanian economic operators for new development activities in Romania. The proposed ideas should not duplicate existing activities or approved workplan activities of ESA. These ideas will be evaluated and reported to the newly established joint Romania/ESA Industrial Policy Task Force (IPTF). The CFI was established in order to identify structuring activities and developments that may be implemented through ESA programmes, in particular the ones for which the industrial return to Romanian entities remains a concern.

     

    Background

    This CFI is dedicated to ideas for development activities that can be implemented in the following ESA programmes to which Romania participates:

    • Basic Activities including the Technology Development Element (TDE) programme
    • Science Programme
    • Human and Robotic Exploration Programme
    • Earth Observation Programme
    • Space Transportation Programme
    • Space Safety Programme
    • Navigation Programmes
    • Telecommunications and Integrated Application Programmes

      Evaluation steps

      The following steps are used to evaluate and select Ideas:

      • Opening of the CFI on Open Space Innovation Platform (OSIP). Non-compliant Ideas with the Special Conditions below will be rejected and excluded from evaluation.
      • An evaluation board consisting of ESA representatives, will evaluate submitted ideas. Evaluation Criteria and associated Weighting Factors (WF) are defined below.
      • Submission of the Evaluation Board report summary to the IPTF, composed of representatives of ESA and ROSA. The evaluation report will present the results of the review of the Ideas and corresponding ranking and recommendations.
      • Only ideas with an overall marking equal to or above good (60) will be recommended to the IPTF for review and approval.
      • The IPTF is responsible for the approval or rejection of the Ideas taking into account the recommendations of the Evaluation Board.
      • Approved ideas will be submitted to IPC for further approval. If approved they will be implemented in the relevant ESA programme as Direct Negotiation or Restricted Competition to Romania.

       

      The economic operators having submitted a selected idea will be informed in writing of the result of the campaign after a decision has been taken. In case of unsuccessful idea application, the economic operator will receive a short evaluation report. Any information will be limited to the economic operator's own ideas.

      This CFI does not bind ESA to any present or future procurement actions nor does it create any rights for respondents in relation to any present or future ESA procurements.

      The Agency will treat commercially sensitive or proprietary information accordingly.

       

       The Campaign is open for submissions for participants registered in Romania.

      • This CFI is addressed only to Romanian entities registered in esa-star.
      • The subject and programmatic objectives of this campaign is exclusively for developement activities that correspond to a clear opportunity for the Romanian Space economic operators and would lead to a new product or service and support the development the participation of Romania in the ESA Programmes listed below.
      • The start TRL of proposed idea shall be at least 2 and the target TRL should be TRL 7 or below.
      • Target price limit: 1MEUR (excluding follow-on work)
      • For each of the Programme target, the following more specific objectives should be targeted:
        • Science Programme: The proposals targeting the ESA Science Programme should be consistent with the Voyage 2050 Long Term Plan and its associated science themes.

      ESA reserves the right to exclude any ideas based on the above special conditions. By submitting an idea to this CFI, participants understand and accepts this

      Please note, that restrictions exist for certain implementation paths, e.g. ESA procurement actions are restricted to entities eligible for doing business with ESA (see also here).

      The idea will be evaluated against the following criteria:

       

      Criterion 1 - Technical

      • Clarity of the technical objectives and feasibility of the proposed Idea
      • Clear and potentially significant benefit in regard to the current state of the art and competition
      • Background and experience of the entities (prime and potential subcontractors), including adequacy of proposed facilities

      Weighting Factor 50 %

       

      Criterion 2 – Programmatic

      • Potential benefits (including market potential) to Romanian industry with regards to their current and future space products and services
      • Potential to prepare for and to increase the Romanian participation in at least one ESA Programme
      • De-risking, building capabilities and extending capacities of the Romanian space industrial landscape, supporting scale up and commercialisation.

      Weighting Factor 50 %

       

      Only proposals with an overall marking equal to or above good (60) will be recommended to the IPTF for review and approval.
