    2025 Space-related courses for the Slovenian industry

    ESA is interested in encouraging Slovenian industry to improve their competences via the use of relevant Space related training courses for their employees.  Such training shall address a clear need from the Slovenian Space Industry and lead to development of the key space competences in Slovenia.

    Background

    The Slovenia Standard Requesting Party Activity (RPA) Scheme aims at providing support to Slovenian entities to overcome market entry barriers, develop new capabilities and reach a competitive level for successful participation in multinational ESA programmes.

    The present opportunity is a Type H – “Space-related courses” activity identified in the First Fixed Call for Proposals under the Standard Requesting Party Activity (RPA) in Slovenia  (see ESA CfP/5-50150 on esa-star Publication). It aims at the participation in space-related courses that may contribute to the development of the national key industrial space competences and the qualification of a Slovenian workforce. Industry can apply to get cost reimbursement of participation of their employees in space related training courses that bring new skills and knowledge to the company that are directly relevant to the company’s space business development plans.

     

    Campaign

    The idea: This Campaign is dedicated to space-related courses co-funded by the Slovenian Standard RPA scheme. As such, your proposal (space-related course) must fit in the programmatic objectives of the Scheme described in this Campaign Special Conditions below. The proposal must come from a Slovenian industry’s need and must contribute to development of the specific space-related competences needed to increase the capabilities of the Tenderer in the space business.

     

    The following steps are used to evaluate and select Ideas:

    • Opening of the Ideas. Non-compliant Ideas with the Special Conditions below will be rejected and excluded from evaluation.
    • Evaluation of your Idea by ESA's Evaluation Board according to the Evaluation Criteria and associated Weighting Factors (WF) defined below.
    • Submission of the Evaluation Board report Summary to the Standard RPA Board composed of representatives of Slovenia and the Agency with the results of the review of the Ideas and corresponding ranking and recommendations.
    • The RPA Board is responsible for the approval or rejection of the Ideas taking into account the recommendations of ESA Evaluation Board. A maximum of 5 proposals will be accepted for this Campaign. The total amount awarded to any one company must be less than 10.000 euro.
    • The contact person of the Tenderer mentioned in the proposal will be informed in writing of the result of the campaign after a decision has been taken. If the Idea has been unsuccessful, the Tenderer may request ESA to advise them of the reasons why the proposal has not been retained in a verbal debriefing. Any information will be limited to the Tenderer’s own Idea.
    • For recommended proposals, ESA will start the process to place a Purchase Order with the Tenderer on the basis of the submitted proposal and actual costs accrued. ESA will send a Purchase Order (See "Draft Purchase Order" in attachment) for signature to the Tenderer. Once this is returned, the process is complete and the Tenderer can initiate the training
      course. Important: in order to be eligible to sign a Purchase Order with the Agency, a full registration in esa-star system is mandatory. The full registration, followed by the assignment of a Vendor Code that will be unique for every validated economic operator, is done through the esa-star system.
     

    1. This Campaign is addressed only to Slovenian companies (including SMEs). Potential Tenderers are therefore requested to note that the Agency can only consider Proposals from companies residing in Slovenia.

    2. The subject of this campaign is exclusively for Space-related Courses that correspond to a clear need from the Slovenian industry and would lead to develop the key space competences in Slovenia.

     3. Price:

    The total amount awarded to any one company must be less than 10.000 euro and it will be paid based on reimbursement of actual incurred costs. The reimbursement of the cost is limited to:

    • Course enrolment
    • Travel and accommodation
    • Daily allowance

    The salaries of the persons being trained shall NOT be covered by the Agency and shall be instead covered by the company as co-funding of the training.

     

    4. Prime Contractorship:

    This campaign is exclusively for industry.

     

    5. Expected Duration of the activityThe training course shall be completed within 12 months from the date the Tenderer signs and returns ESA Purchase OrderTenderers should allow up to 2 months from the campaign closing date for evaluation and the issuing of purchase orders. Please note: if the training course is completed before a purchase order is issued, the idea will be ineligible for funding.

     

    6. The Idea should be aligned with the generic programmatic objectives of the First Call for Proposals under the Slovenian Standard RPA (ESA CfP/5-50150), published in esa-star and listed again below:

    • Foster the development of space-related capabilities, especially in industry;
    • Activities that prepare the participation of Slovenia in ESA Mandatory activities or in ESA Optional programmes that Slovenia subscribes to;
    • Activities having the potential to increase competitiveness and bring long-term benefits to Slovenian industry and to the Republic of Slovenia in its participation in space activities;
    • Activities having the potential to stimulate economic growth or other societal benefits within Slovenia in the medium-term (i.e. within five years) and on a long term sustainable basis.
    • Activities having the potential to develop key space competences in Slovenia;

     

    7. OSIP General Conditions

    For general conditions of participation in this Campaign, please refer to the General Conditions of Use of the Open Space Innovation Platform (OSIP).

    Please note, that restrictions exist for certain implementation paths, e.g. ESA procurement actions are restricted to entities eligible to do business with ESA (see also here).

    In addition to the provisions in the General Conditions of Use of the Open Space Innovation Platform (OSIP) (e.g. article VI) and the General Conditions of Participation to Campaigns and Channels organised by ESA on OSIP (e.g. article 4.3), ideas will be excluded, which:

    • do not show a minimum quality in the submission which includes, e.g.: clear identification of the industry’s need, demonstration to be a part of the industrial capabilities expansion plan for space
    • are not credibly linked to a Slovenian industry’s potential scope of involvement in space
    • have already been submitted to ESA, including via other OSIP Channels or Campaigns

    ESA reserves the right to exclude any ideas based on the above criteria. By submitting an idea to this Campaign, participants understand and accept this.

     

    The idea will be evaluated against the following criteria: 

    Criterion 1 - Relevance with the company long term space plans (prospects of usage) and potential impact on the company’s space business

    • What will be the long term impact of the training for the company
    • Clear identification of the business need(s), skills required and their relationship with the training programmatic objective(s)
    • The space specificity of the course
    • Value for money
    • Suitability of the trainee CV

    Weighting Factor 70 %

     

    Criterion 2 – Compliance with the Purchase Order Conditions

    • The proposed course/ training shall result in a satisfactory completion certificate.
    • The proposal has to include a detailed, fair and reasonable cost break down
    • The total price is within the indicated budget and compliant with the price type (Limit of Liability)
    • The training shall be completed within 12 months from the date the Tenderer signs and returns ESA Purchase Order
